North American CSV Format

TSReader supports a common satellite database format used in North America. This is not usable outside the western hemisphere since the format has no sense of degrees longitude except western. Two files are supported - one containing DVB signals and the other containing DCII. The first line in each file is skipped - this should contain CSVs indicating column data. TSReader uses this to build a list of just the transponders since TSReader has no concept of a channel until the mux is locked and TSReader does it's thing.
